Parking on Campus

Parking is enforced on campus 24 hours a day, 7 days a week. All vehicles on campus are required to have a permit and park in accordance with the St. Edward’s University Traffic and Parking Regulations

The university's parking system eliminates the need to have or print a physical permit to place on your windshield or dash — your license plate is your permit. The university uses License Plate Recognition (LPR) technology for enforcement and to issue vPermits. Please email the Parking Services office or call 512-326-PARK (7275) for all questions or concerns regarding campus parking.

Additional Information and Resources

Charging Stations for Plug-In Electric Vehicles (PEVs) are available on the first floor of the P2 parking garage. A St. Edward's University Parking ePermit is required to occupy the space.

How to Use Charging Stations on Campus

  1. Sign up for a membership with Austin Energy.
  2. Follow charging and payment instructions marked on the station.
  3. Do not exceed the three-hour time limit when parking at a Charging Station.

All Austin area charging stations are powered by 100% renewable Texas wind energy through Austin Energy’s GreenChoice® program

Students can purchase academic year, semester, and daily vPermits by logging on to myHilltop. Students may now register up to two vehicles on their permit, but only one vehicle is allowed to be parked on campus at a time. Permit holders may add or delete vehicles as needed at any time by accessing their account via myHilltop. Please make sure to enter the correct license plate information for your vehicle. Incorrect license plate information could result in the vehicle being ticketed or towed at the owner’s expense.

Commuter Students

Commuter Students have the option of purchasing either an Economy or Standard vPermit. Please visit myHilltop, and choose the vPermit option for you.

Residential Students

Residential Students who want to park on campus are able to purchase an economy vPermit by visiting myHilltop. Residential students that purchase an Economy vPermit can have up to 10 guest day passes per semester to register vehicles for friends and family while they are on campus visiting. These guest permits are not allowed to be used for other students.

Faculty and staff can purchase academic year, semester, daily vPermits by logging on to myHilltop. Faculty and staff may now register up to three vehicles on their permit, but only one vehicle is allowed to be parked on campus at a time. Permit holders may add or delete vehicles as needed at any time by accessing their account via myHilltop

Visitors planning a trip to campus can obtain a free guest vPermit by contacting the university department sponsoring their visit or by purchasing a visitor vPermit (Pay-to-Park) online

Individuals receiving a free guest vPermit will be directed where to park by the university department sponsoring their visit. Individuals purchasing a visitor vPermit (Pay-to-Park) online can only park the yellow Economy lots (Lots, P1, P2, P3, Q, T1, and U) Monday through Friday from 7 a.m. to 5 p.m. 

Visitor vPermit holders are also authorized to park in any of the green Standard lots Monday through Friday from 5 p.m. to 7 a.m. and all day on the weekends. Please reference the campus parking map for lot locations. 

SEU Traffic and Parking Regulations

Spaces designated for disabled persons can be used only by vehicles displaying an appropriate government-issued permit, registered with a valid university vPermit, and occupied by the disabled person to whom the government-issued permit is issued. These parking spaces are enforced twenty-four hours a day, seven days a week. Vehicles illegally parked in these spaces will be ticketed, impounded, and/or towed at the owner’s expense. All vehicles on campus must have a valid St. Edward’s University parking permit, including vehicles with a handicap license or placard.

St. Edward’s University Handicap Parking

There are a total of approximately 112 handicapped parking spaces on the St. Edwards University (SEU) campus. All vehicles parking on the SEU campus must have a valid university parking permit. Vehicles with Handicap Plates or Placards, may park in designated handicapped spaces in any lot on campus, regardless of the permit type they purchase. Vehicles with Handicap Plates or Placards may park in the designated handicap spaces within the two Reserved Lots (Lots M and Y), just not the numbered, reserved spaces. Any vehicle that parks in a reserved individual space in one of these lots is subject to immobilization, impoundment, or towing.

Disabled Veteran Parking Credit

St. Edward's University will credit a student's billing account for the price of a University parking permit for any individual whose vehicle displays a valid Disabled Veteran License Plate. The individual will need to go onto the St. Edward's University parking portal and purchase a permit that will be valid for the current academic year. 

Once the permit has been purchased, the individual should email a photo of their Disabled Veteran license plate, along with a photo of the vehicle registration, for verification purposes. The Parking Office, after receiving the documentation. Will credit the individual's student billing account for the cost of the permit. Staff or faculty that have a valid Disabled Veteran plate will follow the same process, but the Parking Office will notify St. Edward's University Payroll that the individual should not be charged the bi-monthly payroll deduction for the permit.

CapMetro Bus and Train Accessibility

CapMetro buses have multiple accessibility levels. CapMetro also provides service to individuals who may have a level of disability that precludes them from having adequate accessibility to regular buses and vans.  

Additionally, individuals may receive two types of Capital Metro bus passes through St. Edward's University.

  1. Resident bus pass: Resident bus passes may be obtained free of charge for St. Edward's University students who reside in campus housing by filling out the following form: Bus Pass Request Form
  2. Commuter students may purchase discounted bus passes at the Hilltopper Card Office. Local passes, all City of Austin buses, for $27.50. This is a 30-day unlimited ride pass that begins with the first use and not at purchase. A "Commuter" pass included all City of Austin buses, trains, and the City of Round Rock bus system at a cost of $66.00. This pass also provides unlimited rides for 30 days from the first use.

Individuals who receive a parking citation have 10 calendar days from the date that the citation was issued to appeal online or pay the citation. After the 10 calendar days, if the citation has not been paid or appealed, the fine will transfer to the student’s financial bill.

SEU staff, faculty, and students that have created a parking account may access the Appeals process through the ‘Appeal/Pay Citation’ task on MyHilltop. Non-SEU-affiliated violators may appeal or pay through the Saint Edward’s website.

Individuals appealing a citation will need the citation number, vehicle license plate, and the state of registration.  If you don’t have this information, you may contact Parking Services by email (parking@jnkjdc.com) or phone (512-326-7275) to obtain that information by providing your license plate, name, ID number, and date of the citation.

Provide the requested information (information with a Red Star is required) including the basis of your appeal. Appellant will have the ability to include any photos or evidence they have on why the appeal should be approved. Please NOTE, the following reasons are not considered a legitimate basis for filing an appeal:

  • Lack of Knowledge of Parking Rules and Regulations
  • Short Duration of Violation
  • Inability to Find a Legal Parking Space
  • Running Late
  • No Visible Signage
  • Other Vehicles Parked Illegally
  • Personal Emergencies
  • Misinterpretation of Parking Rules
  • Expired Permit
  • Weather Conditions
  • Claiming Special Status


 Appeal or Pay Citation Online

Continued violations of traffic and parking regulations may result in disciplinary action, towing of the vehicle, and revocation of on-campus parking privileges. If a vehicle is towed, it is the driver’s responsibility to pay any fees or fines assessed by the towing company.  St. Edward’s University is not responsible for any damages or losses caused by towing or parking on campus.

The Hilltopper Card Office accepts Lost and Found items during regular business hours. Members of the campus community may contact the Card Office in person, by phone at 512-448-8601 or by email to inquire about a lost item.  

Inquirers will need to describe the lost item in sufficient detail for Card Office staff to identify it.  Items will be held for 30 days before being considered "abandoned" and then turned over to Campus Ministry and C-CERT for auction. 

Park ATX

By downloading the Park ATX app anyone who needs short-term parking may pay to park in designated spaces on campus where the PARK ATX signs are located. This is the same app the City of Austin uses, so it works all over town to pay for parking.

A few parking spots in the core of campus, in Lots A1, W, and Z1 will be designated as Park ATX Zones and will have signage at those spots. These zones are designed for short-term parking for visitors or individuals that do not have an SEU ePermit. Vehicles parking in these spots must pay through the Park ATX app. This includes vehicles that may already have a SEU ePermit

During business hours (Monday–Friday, 7:00 a.m.–5:00 p.m.) vehicles may only purchase parking in one-hour increments up to a 3-hour maximum in these zones. Outside business hours and on weekends, parking in these zones is charged at $2.00/hour for the first two hours, and $2.00 for the third hour, which will include valid parking until midnight in that zone.

The Economy lots (P1, P2, P3, Q, and U) will be available for all-day parking using the Park ATX app. Parking in these zones is charged at $2.00/hour for the first two hours, $2.00 for the third hour and then parking is valid until midnight in that zone. PARK ATX payment is not required for any vehicle with a valid SEU ePermit in the Economy lots.

The Park ATX app may be downloaded for free from both the Google Play Store and Apple App Store.

What is the Austin Mobility Challenge?

With the population and employment in Central Texas growing, traffic congestion has become a major problem that threatens the economy, health and wellbeing of the region. The transportation system cannot handle all the people who are traveling at the same times and in the same directions, especially when most of those trips are in single-occupancy vehicles – there simply isn’t enough space on our roads. That is why St. Edward's University joined the Austin Mobility Challenge!
